Village of Carmacks Recreation Complex Terms and Conditions 

This comprehensive document outlines all the terms and conditions for the Village of Carmacks Recreation Complex, covering various aspects such as mission statement, general guidelines, memberships, bookings, fitness center policy, and code of conduct.

 

Mission Statement

Our mission is to build a healthy and vibrant community through people, parks, programs, and partnerships. Carmacks' Recreation will work to enhance the quality of community life by providing safe and welcoming opportunities for recreation, play, learning, and personal growth for all residents of all ages and abilities.

 

 

General

  • Failure to co-operate with all rules, terms and conditions, code of conduct, and regulations including the Yukon Human Rights Act may result in the suspension or revocation of program registration/membership and any associated booking privileges.
  • The Village of Carmacks will NOT be responsible for any lost, broken, or stolen property.
  • No verbal agreement between any employee of The Village of Carmacks and any clients shall be binding.
  • The Village of Carmacks Recreation Complex reserves the right to cancel or alter any program information without notice, due to registration numbers, change of policy, or availability of instructors/facilities.
  • Facility: Children ages 9 years old or younger MUST be in the line of sight of a parent or guardian (15+ years).
  • Skateboards, scooters, and bicycles are not permitted inside the facility.
  • Terms and conditions are subject to change.

Memberships

  • Annual membership is valid for one (1) year from the start date.
  • Punch Passes do not expire until all punches are used.
  • Membership holders are required to present your membership fob upon arrival at a recreation facility for validation.
  • Memberships may not be shared or transferred with anyone; it is for the sole use of the recipient.
  • Participants under the age of 16 need parental consent and signature.
  • Extensions for regularly scheduled and communicated shutdowns (e.g. annual maintenance) at a facility will not be considered. Alternate locations for membership access are available (arena, gymnasium).

Bookings

  • Rental agreements: All bookings for this facility shall be done through the Recreation Centre Dept staff or online website.
  • The facility will be booked on a “first come first served” basis, with exception for court or funerals.
  • There shall be a minimum 48-hour period for notice of cancellation for all bookings. If fail, you will be required to pay a cancellation fee of 50% of the original booking’s cost.
  • Prior to access being obtained to the facility by the renter, the renter must fill out and sign a rental agreement form which will be sent by the Recreation Department upon request of facility.
  • Should the facility be required for emergency community or public use, a booking may be cancelled with 24-hour notice or as close to, by Recreation Centre staff or designate.

Authorization and Indemnity

In consideration of the Village of Carmacks permitting You or any dependent registrants listed to participate in its activities, you are hereby:

  • Certify and represent that You have legal authority to authorize medical care and consent for the Dependent Registrants.
  • Authorize the Village of Carmacks to provide such medical care to yourself and all Dependent Registrants as the VoC may deem necessary in the event of injury, and You agree to pay for all expenses incurred by the VoC in the provision of such medical care; and
  • Agree to release, indemnify, and save harmless the VoC from and against all claims, proceedings and/or actions in respect of any costs, law suits, losses, damage or injury (including sickness or loss of life) arising by reason of your or the Dependent Registrants' participation in any activities offered by the Village of Carmacks, or by reason of the provision of medical care by the VoC to You or the Dependent Registrants. Except claims for damages resulting from the negligence, willful act, or omission of the Village of Carmacks, its employees, servants, or agents.

Payment

  • As a rule, pre-payment will be required for the rental of the facility and all pertinent deposits.
  • In the case of YTG’s rental of the facility the prepayment shall be waived providing the designate obtains a signed purchase order or service contract for the rental. The rental costs shall then be invoiced to YTG after the function has taken place.

Cleaning

  • A refundable cleaning deposit is required prior to the renter/user use of the facility.
  • This cleaning deposit shall be refunded (in whole or in part) as soon as possible after the function is over and the facility has been checked for cleanliness to the satisfaction of the Recreation Dept staff.
  • The renter shall be responsible for the cleanup of the facility after their function. This shall include the following where necessary (the facility should be left generally as it was found)
  • Tables & chairs wiped down stacked and put away.
  • Garbage cans emptied and bags disposed in the bin outside.
  • Floors swept and washed if necessary.
  • Carpeted area vacuumed if necessary.
  • Kitchen left clean, this includes grill, range, sinks, etc.
  • Bar facilities left clean and supplies replenished where necessary.
  • Empty liquor bottles, beer bottles and pop cans stored/removed for proper disposal.
  • The Recreation Centre shall provide the necessary cleaning supplies where applicable, which shall be kept in locked storage. The Recreation staff will ensure all cleaning supplies and equipment are stored and locked.

Damages

  • A refundable deposit shall be required prior to the renter’s use of the facility for any function that involves the consumption of alcoholic beverages.
  • The damage deposit shall be refunded as soon as possible after the function is over and the facility has been checked for damage to the satisfaction of the Recreation Dept staff or designate.
  • Any damage which occurs during a rental/user period, shall be repaired at the expense of the renter/user.
  • In the event that the renter/user does not pay for the repair of such damage, any future use of the facility shall be denied until such time as the renter/user pays the outstanding balance.

Security

  • The renter shall be required to pay a refundable key/fob deposit prior to being issued a key/fob for the facility, long term renters only.
  • The renter shall return the key/fob to the Recreation Centre staff during regular office hours or the first business day at which time the key/fob deposit shall be returned (if charged).
  • The renter shall ensure all windows and doors are securely fastened and locked when they vacate the facility.

Fitness Center General Policy

Nature of the Fitness Center

The Village of Carmacks is happy to provide a space for individuals to work on their physical and mental health through exercise. The Village of Carmacks has created policies for the use of the fitness center which are expected to be followed by all members.

Age of Users

The Fitness Room may be used by individuals 16 and older without guardian supervision. Youth between the ages of 13 – 15 are allowed in the fitness center with supervision of an adult. Youth 12 years of age and younger are not allowed in the fitness center.

Membership and Waivers

All users of the fitness room must have a current membership and digital signed signature or wavier. Users must pay membership fees prior to receiving their membership card and using the facilities.

Respect the Space

Users are asked to keep the Fitness Center clean and respect the equipment. This includes the following tasks:

•              Wipe down equipment after use with the antibacterial spray that is provided

•              Dispose of garbage/recyclables properly

•              Put weights back when not in use

•              Wear clean, indoor shoes and proper gym attire

•              Please report any damages or equipment malfunctions to Recreation Staff

Sign-In

Upon arrival all users must sign in at the front desk upon arrival.

Code of Conduct

Users of Village of Carmacks Recreation Facilities are expected to act respectfully and to show good sportsmanship. This Code of Conduct applies to everyone who uses the facilities including members, participants, rental groups, visitors, parents, and spectators. People are expected to treat others with respect, follow the facility rules as posted, comply with directions from staff and volunteers, and use the equipment in a safe way. Shirts and shoes must be worn unless the activity/sport dictates otherwise. Skates are allowed only in certain areas. The use of personal recording devices (ie. Smartphones, tablets, cameras, etc) is allowed if photos/videos include family or group members or you have expressed permission from the other public participants featured in the recording. Photographing or filming for commercial purposes is prohibited without permission.

Those who demonstrate a lack of respect to others and to the facility may be banned or suspended from the premises. The following types of conduct are specifically prohibited:

Aggressive Behavior: The Village of Carmacks Recreation will not tolerate any conduct that threatens the health and safety of others including physical, sexual, or verbal abuse, threats, and harassment. If you engage in behavior that is considered aggressive, you may be suspended or banned from the premises.

Disorderly Conduct: You are expected to treat the facilities and others with respect. You may not engage in conduct that is disorderly or inappropriate, which includes loitering, solicitation, intoxication or impairment, public nudity, sexual activity, theft, and vandalism. Alcoholic beverages, tobacco products, e-cigarettes, and illegal substances are not permitted on the premises.

Lack of Compliance: Recreation Services staff are responsible for maintaining the safety of our members and facilities. You are expected to follow their directions. Failure to comply may result in loss of membership, restricted access, cancellation of bookings, or removal from the facility. In addition, the Village will not tolerate discrimination of an individual or group based on, but not limited to, age, ancestry, color, gender, mental or physical abilities, religious beliefs, and sexual orientation.

24 Hour Fitness Center Policy

Nature of the Fitness Center

The Village of Carmacks is happy to provide a space for individuals to work on their physical and mental health through exercise. The VoC Recreation is now offering 24-hour access to the fitness center. The VoC has created policies for the use of the fitness center which are expected to be followed by all members.

How It Works

Once you buy a 24-hour fitness membership you will be given a key fob for opening doors, along with a security code.

The fob you are given will be used to open the front door of the recreation side of the building, you will see a keypad to enter your security code to disarm the alarm, you must then go straight to the fitness center. There will be another door at the top of the stairs that will require you to use your key fob again. Once through you now have access to the fitness center.

If entering through the back door you do almost all the same steps.

Enter through the back door, there will be a keypad at the bottom of the stairs to enter your security code, once up the stairs, the door to your left will be unlocked. Once through the door you now have access to the fitness center.

Enter through rec side front door or back door

To turn alarm off: Enter 4 digit code

Didn’t Work? Press # and enter your 4 digit code again.

Closing:

  • Any lights you turned on please turn off  
  • The Security Panel: Once the light is green on the alarm panel: (The light might not be on because the front/back doors are not closed properly)
  • Enter your 4-digit code
  • Red light should come on next to the green light
  •  90 sec count down before alarm activates
  •  Make sure door closes properly after you walk out

Age of Users

24-hour access is being offered to users the ages of 18 and up.

Membership and Waivers

All users of 24-hour fitness access must have a current membership and digital signed signature AND wavier/24-hour access policy. Users must pay membership fees and 24-hour access fees prior to receiving their membership card and fob to use the facilities.

Rules and Regulations

Rules may be in place to regulate access to prevent unauthorized individuals from entering the premises, particularly during late hours when no staff is available.

If these rules and regulations cannot be followed, your 24-hour access will be revoked

  • 24-hour access cannot be shared, the name on the account is the only person allowed to use the fob and security code
  • Bringing a buddy is prohibited unless they themselves have 24-hour access.
  • The security code given to you only disarms the places you need to go up toward the fitness center, if you go anywhere else in the building the alarm will be activated.
  • Requiring individuals to ensure doors are locked when entering or exiting helps maintain the security and integrity of the facility.
