Community Facilities – Policies and Procedures
The Licensee shall obey and observe all policies, procedures, laws, by-laws, and
regulations of the Corporation of the Township of Malahide, including the Township’s
Alcohol Risk Management Policy.
1. Special Occasion Permit Holders
The Licensee is responsible for the safety and sobriety of all attendees and for
compliance with the Alcohol and Gaming Commission of Ontario regulations.
Alcohol Serving Hours
- Monday–Saturday: 11:00 a.m. – 1:00 a.m.
- Sunday: 12:00 p.m. – 1:00 a.m.
- New Year’s Eve (December 31): 11:00 a.m. – 2:00 a.m.
The permit holder must attend the event and be responsible for all operational decisions.
Serving hours remain unchanged on election days.
2. Server Training
All bartenders, monitors, and servers must complete Smart Serve Training as required
by the Liquor Licence Board of Ontario.

3. Bar Sales
- A sign must be posted stating that serving intoxicated patrons is prohibited by law.
- At least 30% of available beverages must be low-alcohol (under 5%).
- Non-alcoholic beverages must be readily available and priced lower than alcohol.
- Legal drinking age: 19 | Legal serving age: 18
- No oversized drinks, double shots, or special alcohol promotions.
- Unused drink tickets must be refundable.
- Maximum of four (4) tickets per person per sale.
- Bar closes at 12:30 a.m.; all alcohol removed by 1:00 a.m.

4. Safe Transportation
- A safe transportation plan is required for alcohol-related events.
- Impaired individuals must be driven home by a sober person or taxi.
- Taxi service information must be included in event advertising.
5. Monitors / Security
- All monitors must be Smart Serve trained and at least 19 years of age.
- Monitors may not consume alcohol during the event.
- Monitor-to-attendee ratios apply and may be increased at Township discretion.
- Paid security may be required depending on the event.
- Entry must be denied to intoxicated individuals.
- No alcohol may leave the licensed area.
6. Bookings
- Bookings are not confirmed until all required documentation is received.
- Cancellations must be submitted in writing.
- No confetti, rice, or wall attachments are permitted.
- All facilities are smoke-free.
- COVID-19 public health guidelines must be followed.
7. Food and Kitchen Use
- Food vendors must submit a Special Events Notification Form.
- All Public Health regulations must be followed.
- All kitchen items must be cleaned and returned to original condition.
- Additional charges may apply if responsibilities are not met.
8. Music
- A SOCAN performing rights licence is required.
- Music must end by 1:00 a.m.
- All guests must vacate the facility by 2:00 a.m. (3:00 a.m. on New Year’s Eve).
9. Deposits and Payments
- 50% deposit required at booking.
- Balance due seven (7) business days prior to the event.
- $250 damage deposit held via credit card.
- Payment accepted by cash, cheque, or debit.
- Rental rates are subject to annual changes.
10. Evacuation Sites
Designated evacuation sites include Malahide Community Place (Springfield) and
South Dorchester Community Centre (Lyons).
11. Fire Safety
- All exits and aisles must remain clear.
- No candles permitted.
- Smoking is prohibited under the Smoke-Free Ontario Act.
- In case of fire: exit immediately, activate alarm, and call 911.
12. Advertising
- All advertising must be approved by the Township prior to posting.
- The Township logo may only be used with written permission.
13. Concerns and Complaints
- All concerns must be submitted in writing to the Township of Malahide.
- Violations may result in suspension of facility use for up to one year.
- All incidents are documented under the Workplace Violence Policy.
